vhost on centos goes to default page

I am using httpd on Centos7. I have a vhost I created in conf.d. The folder permissions and ownership all seem correct. It only has an index.html file in that folder. The webdocs vhost keeps going to the Apache "Testing 123.." page. The stage vhost works perfectly fine. Any ideas anyone? I need a second set of eyes on this one.
